Enable TypeScript strictNullChecks option #6203
Description
Enable strictNullChecks TS option in the TypeScript config for building the tns-core-modules.
This should give us more type safety when developing and should make it clear when null/undefined are needed and when they can be skipped, because field/argument is checked at build time.

Status update: this is in progress. #11511 adds a per-file strictNullChecks baseline for
@nativescript/core, so the codebase can be ratcheted toward the flag without one big change.
