Impact

REQUIRED: Choose either Tooling Impact or Customer Impact (or both). At least one checkbox must be selected.

Tooling Impact

  • Required tooling change
  • Optional tooling change (include reasoning)

Fixes Linux CI failures following the Ubuntu 26 runner transition by pinning Linux build, test, infrastructure, and packaging jobs, including the reusable xUnit workflow runner input, to Ubuntu 24.04. This CI fix is needed before proceeding with the remaining release backports.

Customer Impact

  • Customer reported
  • Found internally

Regression

REQUIRED: Check exactly one box.

  • Yes
  • No

Linux CI failures followed the ubuntu-latest runner image transition from Ubuntu 24.04 to Ubuntu 26, with sudo reporting that preserving the entire environment is not supported and -E is ignored.

Testing

Reviewed commit cc85a13: exactly ten ubuntu-latest to ubuntu-24.04 replacements plus a final newline. Worktree is clean. Independent structural review confirmed the conflict resolution preserves release dependencies and contains no duplicate jobs or conflict markers. YAML parser validation and local workflow execution were not performed; backport CI must pass before merge.

Risk

REQUIRED: Check exactly one box.

  • High
  • Medium
  • Low

Affects Linux CI infrastructure across build, test, and packaging jobs, but changes only runner selection to Ubuntu 24.04 while preserving the release branch's job layout and dependencies.

Merge Conflicts

Resolved a layout conflict in .github/workflows/linux-ci.yml. Preserved the release branch's existing linux_packaging job location and its ci_build and changes dependencies, pinned that job to ubuntu-24.04, and removed the duplicate incoming job. All ten runner pins from the original PR are present. Independent structural review found no duplicate jobs, missing assignments, or conflict markers; YAML parser validation was not performed.
