Tooling Impact
Updates CodeQL init and analyze actions together from 4.38.2 to 4.38.3, keeping their versions aligned. The original PR superseded separate updates that caused CI failures when split.

Reviewed backport commit 97e57d4: both CodeQL init and analyze SHA changes match the original PR diff. Cherry-pick completed without conflicts and the working tree is clean. Local workflow execution was not performed; backport CI must pass before merge.
