What changed in this PR
Backports #28247 to release/v7.6.10, replacing English error text with localized messages in PowerShell’s resource files. No executable code changes are included.
Changes:
- Translates the module-name-length error in 13 locales, preserving
{0}and{1}placeholders. - Translates the unresolved JSON schema-reference error in 12 locales, preserving the
FetchExternalReferenceparameter name.

Testing
Reviewed the localization diff and backport commit 0361af8. Cherry-pick completed without conflicts; 25 resource files changed and the working tree is clean. Automated XML validation could not be confirmed because the MCP command runner returned unexpected output. Backport CI must pass before merge.
