Summary
Prepare 0.15.0 for the Forward and Managed contract changes merged in #40. Move the completed Unreleased notes into the version section, retaining the migration guidance and an empty Unreleased section.
Update project and lockfile versions without changing resolved dependencies.

This PR prepares release metadata only. The merged feature source has completed QA acceptance; after this version PR merges, rebuild and accept the QA package from the new main SHA before requesting formal publication. No tag or public package is created by this PR.
