Addresses #28272: Microsoft Store updates can terminate running PowerShell sessions, interrupting active commands and long-running processes. On supported Windows versions, the MSIX manifest setting instructs Windows to defer updates until the application restarts or the system reboots.

Regression

This is not a regression.

Testing

The original PR reports successful git diff --check, XML parsing, verification that UpdateWhileInUse is defer in the correct namespace, and inclusion of uap17 in IgnorableNamespaces. Reviewed backport commit 3f9fc35: the manifest diff matches the original PR. Cherry-pick completed without conflicts and the working tree is clean. End-to-end Store update and deployment validation were not performed; backport CI must pass before merge.

Risk

Changes MSIX update behavior through a packaging manifest setting. The change registers uap17 as an ignorable namespace and preserves the existing minimum supported Windows version; end-to-end Store update and deployment behavior still require validation.

🔵 Needs a closer look

The Windows Store servicing backport still requires end-to-end validation of MSIX packaging compatibility, deployment on older supported Windows versions, and update deferral without terminating active pwsh sessions.
