Align overlapped constructor and receive signatures - #9619
Expose the existing zero default for _overlapped.Overlapped.WSARecvFromInto as a native positional-only flags=0 parameter. Omission and explicit zero reach the existing implementation with the same value; explicit None still fails integer conversion. The wrapper preserves the existing Rust helper and does not allocate a Python object for the default. A native forwarding call may remain if not inlined.
Give Overlapped its CPython 3.15 positional-or-keyword event parameter and symbolic default. Omission uses the native invalid-handle sentinel without allocating a Python integer. Explicit values follow PyLong_AsVoidPtr: actual integers, including subclasses, are accepted within pointer-width signed-negative or unsigned-positive ranges; other objects are rejected without calling __index__.
Export _overlapped.INVALID_HANDLE_VALUE as the unsigned pointer-width value used by CPython. Both that value and -1 select the existing event-creation path.
This aligns these signatures and selected conversion behavior, not all overlapped behavior. Existing handle conversion in other methods, buffer conversion, overflow/error messages, event getter behavior, and allocation-failure cleanup may still differ.
Validation
Compared the CPython 3.15 Clinic wrappers and PyLong_AsVoidPtr source. A CPython-only ctypes probe on a 64-bit host checked signed/unsigned boundaries, explicit None, integer subclasses, and rejection of index-only objects; it is not a Windows runtime test.
Independently reviewed binding, conversion, owner lifetime, default metadata, and a staged composition with the merged Align Windows overlapped signatures #9566 changes. Normal repository hooks and git diff --check passed.
No native RustPython build or execution was performed locally. Windows compile and runtime validation remain for CI.

New Features
Added optional flags support to WSARecvFromInto, with a default value when omitted.
CreateIoCompletionPort now accepts pointer values and returns the created port as an unsigned value.
Bug Fixes
Improved Overlapped event argument handling: omitting the event uses the default sentinel, while provided values are validated and converted according to their sign and range. Only Python integers are accepted; objects that merely support integer conversion are no longer treated as valid event arguments.
Render the existing zero flags default while preserving the current Rust entry point and argument conversion order.

The changes add Python integer conversion for pointer values and update Overlapped construction and CreateIoCompletionPort argument handling. The receive-into wrapper now accepts a flags argument with a default.
Changes: Overlapped API updates

Summary
Pointer conversion and API arguments crates/stdlib/src/overlapped.rs
A new conversion function accepts Python integers within pointer-width bounds. Overlapped construction and CreateIoCompletionPort use it. The invalid-handle sentinel is now usize::MAX.
The change has narrow compatibility gaps for boolean pointer arguments and high-bit event values. These warrant bounded follow-up, but no common Windows workflow failure is established.

Accept the unsigned sentinel in CreateIoCompletionPort
On Windows, IocpProactor.__init__ (Lib/asyncio/windows_events.py:423-424) passes this exported constant to CreateIoCompletionPort, but that binding still declares handle: isize. The checked integer conversion rejects usize::MAX with OverflowError, so default ProactorEventLoop creation, including through asyncio.run(), now fails before the IOCP is created; the previous -1 value passed this conversion. Update the IOCP binding to accept the unsigned pointer-width sentinel before changing the exported value.

crates/stdlib/src/overlapped.rs:1138 Minor · Potential issue · Low value
The constructor now accepts positive event integers above isize::MAX but casts them to isize; the unchanged event getter returns isize. It may therefore return a negative value for an event supplied as a positive Python integer.
The returned Python event value differs from the supplied value, potentially breaking identity checks or lookups keyed by the original integer.
This can occur when: A caller constructs Overlapped(event=1 << (pointer_width - 1)) or supplies another high-bit-set event value and reads overlapped.event.

Update the event conversion in the Overlapped constructor to preserve positive
Python integers above isize::MAX without wrapping them into a negative value,
while keeping the event getter’s returned value consistent with the supplied
event. Establish a representation and conversion path that supports the accepted
range and preserves existing validation behavior.
The only test, recvfrom_into_rejects_oversized_request_before_starting_io, calls the inner Overlapped::WSARecvFromInto with OptionalArg::Missing. It does not go through the new recvfrom_into method or its RecvFromIntoFlags parser. A regression in the flags default, positional-only binding, or forwarded value would not fail this test. Add a test that calls WSARecvFromInto through the Python attribute with omitted, positional, keyword, and invalid flags values.

Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.
CreateIoCompletionPort now returns the host handle as usize, while the supplied GetQueuedCompletionStatus and PostQueuedCompletionStatus entry points still accept isize ports. A returned handle with its top pointer bit set may therefore be unusable by those consumers.
Argument conversion raises OverflowError before the completion-port operation reaches Windows.
This can occur when: Windows returns a valid completion-port handle whose pointer-width bit pattern exceeds isize::MAX, and a caller passes the returned Python integer to a completion-port operation.

Accept bool in pointer_value by borrowing its PyInt field.
pointer_value rejects bool because downcast_ref::<PyInt>() does not match PyBool objects. Overlapped(False) and CreateIoCompletionPort(False, ...) now raise TypeError. The previous isize and usize arguments accepted False, and CPython's PyLong_AsVoidPtr accepts it too. Add a PyBool branch that uses &boolean.0 before the PyInt downcast.
