Apply CPython 3.15's pointer-width F_HANDLE / F_POINTER bitfield conversion to six single-argument _winapi functions: CloseHandle, DeregisterEventSource, GetExitCodeProcess, GetModuleFileName, UnmapViewOfFile, and VirtualQuerySize.
Apply CPython’s 32-bit unsigned-long k conversion to _winapi.GetStdHandle, including negative standard-handle constants. Accept integer and __index__ inputs, preserve the relevant low bits, and warn on out-of-range values. A warning promoted to an error stops before the Windows call.
Bind the raw argument before conversion, so malformed keyword calls cannot run the new conversion first. Keep the original object alive through the operation and construction of its return value. Builtin integer inputs are borrowed without an extra Python integer allocation.
Keep the shared WinHandle conversion and return representation unchanged for other APIs.
This is a scoped input-conversion improvement, not a claim of full parity for these seven APIs. In particular, RustPython's existing __index__ diagnostic behavior has edge differences, and GetModuleFileName retains its existing error and UTF-16 handling differences, and GetStdHandle retains the existing signed representation of high-bit returned handles.
Validation
Compared the seven generated Clinic wrappers and the k/K converters with CPython 3.15.0 source. CPython-only C-API probes checked 64-bit boundaries, masking, warnings, __index__, argument errors and multibyte type-name truncation, plus 32-bit unsigned-long boundaries and standard-handle values.
Independent source review and normal repository hooks passed. No new snippet or Rust-hosted Python behavior tests were added.
RustPython was not executed locally; Windows compile/runtime validation remains for CI.
Match pointer-width bitfield conversion for six single-argument _winapi functions while preserving argument lifetime through each operation.

The change adds pointer-width and 32-bit bitfield conversions for Python objects. Seven Windows API wrappers use these conversions for handle or address arguments and explicitly construct Python return values.
WinHandle now converts integers and __index__ objects at pointer width or 32 bits. Out-of-range values are masked and trigger a deprecation warning.
Windows API wrapper integration crates/vm/src/stdlib/_winapi.rs
Seven wrappers convert Python object arguments before calling Windows APIs. They explicitly construct None, integer, string, or optional-handle results.
RustPython/RustPython#9619: Changes event conversion to pointer-width rules, which use the same Windows handle conversion contract.

Explanation
The title "Convert Windows handle bitfields" matches the main change. The PR applies pointer-width handle and unsigned-long bitfield conversions to six _winapi functions and to GetStdHandle, and adds the WinHandle bitfield helpers in windows.rs. The title is short and specific, and a reviewer scanning history would understand the primary change. It does not name the affected functions, but that detail is not required.

Add a Windows-only regression test for negative GetStdHandle selectors.
_winapi.GetStdHandle converts its argument as a 32-bit unsigned value. -10 and 0xFFFFFFF6 produce the same handle selector. No test in this checkout calls GetStdHandle. A change that rejects negative selectors during conversion would not fail any test.
Add a snippet that runs only on Windows. Import _winapi after the platform check, as extra_tests/snippets/stdlib_winapi.py does:

Review comment at @crates/vm/src/stdlib/_winapi.rs around lines 159 - 161:
Add a Windows-only regression snippet for GetStdHandle that imports _winapi only
after checking sys.platform and verifies that -10 and its unsigned 32-bit
equivalent, 0xFFFFFFF6, return equal results; do not require either result to be
non-None.
Add a regression test for CloseHandle when the out-of-range warning is raised as an error.
CloseHandle returns at the ? after from_bitfield when that warning becomes an error. The handle stays open on this path. No snippet test covers it.
Add a test to extra_tests/snippets/stdlib_winapi.py that:
Creates a process with CreateProcess, as the existing block does, and keeps its handle.
Computes an out-of-range value that masks to that handle. Use the handle value plus 2**64 on 64-bit builds and plus 2**32 on 32-bit builds.
Sets DeprecationWarning to an error inside warnings.catch_warnings(). Checks that CloseHandle raises.
Checks that the handle is still usable. For example, call GetExitCodeProcess on it and assert that it succeeds.
Closes the handle in a finally: block.
The masked value must come from a handle the test owns. A regression that closes the handle then affects only that handle. This test performs a real close if the regression exists, so note that exception in the file's header description.
Recommendation notes
Keep the warning filter inside catch_warnings() so it does not leak to later checks.
Confirm the test on Windows CI. This environment did not run it.
